6.1 | County Cllr report – No report | |
6.2 | Borough Cllr report – Borough Cllr J Leek informed the council that the application submitted for Lifemarque, in Charter Alley, had been granted. Concerns were expressed in relation to the increase in number of people and traffic that the proposed works will bring. Cllr Leek has sought clarification from BDBC regarding the definition of “local” as 5 miles takes in the majority of Basingstoke for areas such as Monk Sherborne and Charter Alley. Cllr Leek advised that he was a member of the LDF Core Strategy Advisory Group to ensure protection of vulnerable rural areas. There are still two units remaining at the affordable housing site. BDBC are to announce their budget within the next 6 weeks. | |

7.1 | Finance & Health – The chairman asked councillors to consider whether they have any particular projects within the village wishing to be determined prior to the setting of the budget at the next meeting. The chairman also advised the council that the clerk was due her annual review. Any comments are to be directed to the chair who will then arrange a meeting with the clerk to discuss. 7.2 | Planning – An update of planning applications received and determined since the last meeting was previously circulated to members for their information. (Appendix B) Cllr Gibson advised that Flaxbourne House had re-submitted a revised application following the refusal of the previous. No objections have been raised in relation to the application. A further application was received from Apple Tree Cottage for the erection of a two storey extension. After careful consideration, the council agreed to submit no objection to the proposal but wished BDBC to consider their observations in relation to the overall size and bulk of the proposed extension. They also wished the Bay window to be replaced with a window more fitting of a period property. | |
7.3 | Local Authority & Rural strategy – Cllr Du Boulay advised that she had reviewed the Minerals and Waste document. The paper highlighted how the Council wished to carry out changes to the sustainability appraisal and how they needed to go about it. Comments were submitted on behalf of the council. A paper was also received in relation to the Local Development Framework which outlines the vision for the Borough up to 2026. The document is the initial draft. Comments have been prepared by Cllr Du Boulay on behalf of the council and will be submitted. Borough Cllr J Leek informed the council that he attended the Rural housing workshop at BDBC the previous day. It highlighted how rural areas needed 300 houses per year for the next 7 years, 57 of which needed to be affordable. These figures were based on an estimated 8% growth in population. | |
7.4 | Village hall – An update was provided by Cllr Lord Hayter who advised that Rentokil had carried out this years visit. Funding information had also been forwarded in relation to looking into further the preservation of the village hall. | |
7.5 | Highways Transport and footpaths – A meeting has been scheduled with highways for Monday 21st September to ensure any outstanding issues are dealt with. There is also a number of pot holes and road repairs required through out the parish that will be bought to the attention of highways whilst at the meeting. The glass in the phone box in Charter Alley has been smashed and the handset still needs replacement. The clerk is to chase. A speed check was carried out in Monk Sherborne last week in an attempt to keep speeding within the village to a minimum. The overgrown path at Thames Dell has been reported and is awaiting action from Rights of Way. | |
7.6 | Rural policing & Neighbourhood watch – WPC Miriam Edwards, was now in post and has been seen around the village regularly. There have been a couple of incidents lately so people are reminded to remain vigilant. The council discussed the effectiveness of the SLR within the village for its 2 week slot. It was agreed that it assisted in reminding people to slow down. The council agreed that they would like to have it again and will ensure it is budgeted for. It was suggested that it be place din Charter alley as well to slow traffic down along Pamber Road. | |
7.7 | Playground – Cllr Boyle and the clerk are to meet on site to address the immediate problems and determine further works required following the inspection. We are waiting to hear whether our bid for a grant form the Tree Council has been successful for the play area. | Cllr Boyle to review |

8.1 | Provision of allotments – Following liaison with the landowner, a formal request is to be submitted to the owner, with a clear outline of the council’s expectations and wishes for allotments for the site behind the village hall. Alongside the request, an article is to be submitted to the Villager explaining the concept of the Garden Share scheme and to see whether anyone is interested in becoming involved. Following comments from a parishioner regarding the weeds at the War Memorial, an article is to be placed in the villager asking for willing volunteers to carry out some minor remedial work prior to the Remembrance service. | Clerk to progress Clerk to write article |

Clerks report – September 2009 |
Following a site meeting at the site of Lifemarque, Old Brick Works in Charter Alley, BDBC have forwarded confirmation that the application has been granted Comments on behalf of the parish council were forwarded to BDBC in relation to the bus review being carried out. The SLR has been in place along the Ramsdell Road for its two week trial. It effectiveness will be discussed under item 7.6 After various comments were received in relation to activity at the Blackberries site in Monk Sherborne, Basingstoke & Deane Borough Council were asked to check that everything being carried out was within the right of the owner. I was reassured that all activity was within what the owners are allowed to undertake at the site. A meeting with highways has been scheduled for Monday 21st September to determine when all outstanding items will be dealt with. We are currently liaising with the landowner to determine whether a suitable site for allotments within the village can be found. New kerbing has been installed along Ramsdell Road to try and ensure that flooding does not happen again. The under road drain is to also be replaced to ensure the correct flow of water. An article has been placed in The Villager asking for residents to forward and projects / ideas for improvement within the parish prior to setting the budget for financial year 2010/2011 |
